Appraisal of 4,500 MW Thai Binh LNG Power Centre

In the afternoon of 11 August, Thai Binh Provincial People’s Committee worked with the Ministry of Industry and Trade (MOIT) regarding the appraisal of 4,500MW Thai Binh LNG Power Centre for reporting to the Prime Minister to include into the national power master plan (Power Development Planning VIII) and some other contents.

Attending the meeting, there were Mr. Hoang Quoc Vuong – Deputy Minister of MOIT; leaders of Electricity Vietnam and several relevent agencies. Mr. Ngo Dong Hai – Alternate member of the Central Party Committee cum Secretary of the Provincial Party Committee; Mr. Dang Trong Thang – Deputy Secretary of the Provincial Party Committee cum Chairman of Provincial People’s Committee; Mr. Dam Van Vuong – Member of the Standing Committee of the Provincial Party Committee cum Standing Deputy Chairman of the People’s Council; Mr. Nguyen Khac Than – Member of the Provincial Party Committee cum Deputy Chairman of Provincial People’s Committee; leaders of departments and Thai Thuy District People’s Committee and authorities attended the meeting.

At the meeting, leaders of Department of Industry and Trade reported the socio-economic situation, the present conditions of the power system, the power load demand in Thai Binh province and the upcoming power source development projects. The LNG Power Centre is planned to locate in Thai Do commune, Thai Thuy district, land use demand of about 193ha with total installed capacity of 4,500MW using of imported liquefied natural gas (LNG) as a main fuel. The total investment capital of the Project is expected about USD 5.864 billion. This is a meaningful and important project and also a driving force to strongly boost up the investment attraction and the socio-economic development of the province in comformity with the Politburo’s resolution on the strategic orientations of Vietnam’s national power development up to 2030 with a vision to 2045 and in line with the general planning of Thai Binh Economic Zone up to 2040 with a vision to 2050. In order to facilitate the project to be approved and implemented soon, Thai Binh Provincial People’s Committee submitted a submittal letter to the Ministry of Industry and Trade on the appraisal and report to the Prime Minister for the revised and additional approval of Thai Binh LNG Power Centre in the national power development planning.

At the meeting, representatives of Electricity Vietnam and MOIT’s departments spoke and indicated the development potentials, feasibility, advantages and disadvantages of the Project when planning and implementing.

Speaking at the meeting, Mr. Dang Trong Thang, Deputy Secretary of the Provincial Party Committee cum Chairman of Provincial People’s Committee requested MOIT to early appraise and approve; to instruct Electricity Vietnam, Northern Power Company arrange the budget to rehabilitate the power grids in

Thai Binh province from the voltage level of 10kV to 22kV in order to reduce the power loss, improve the reliability of power supply and cater the socio-economic development of the province.

Mr. Hoang Quoc Vuong – Deputy Minister of MOIT acknowlegded and highly appreciated Thai Binh’s efforts in socio-economic development, especially industry and trade sectors in the context of facing a lot of difficulites due to the Covid-19’s pandemic. The comrade requested Thai Binh province to support and facilitate MOIT’s ongoing projects in the province to be put into operation soon to bring the high economic effeciency.

On behalf of the provincial mission, Mr. Ngo Dong Hai – Alternate member of the Central Party Committee cum Secretary of the Provincial Party Committee expressed his thanks to the leaders of MOIT for working with the provincial mission and acknowledging the province’s recommendations at the meeting. The Secretary of the Provincial Party Committee affirmed that the party committee, the provincial government fully acknowledged the Deputy Minister’s opinions and will instruct the local deparments and relevant authorities to review all the power systems in the province for the planning purpose in order to ensure the synchornous, scientific and lawful aspects for the socio-economic development tasks of the province; and silmustaneously push up consultants and investors to deploy the investigations, to prepare the planning alternatives of power projects in order to meet the socio-economic development of the province and also effectively serve for the development of Thai Binh Economic Zone in the upcoming time.
