The delegation of leaders of Tra Vinh Provincial People’s Committee promotes investment in Japan

Tra Vinh province’s investment promotion delegation led by Mr. Nguyen Quynh Thien, Provincial Party Member, Vice Chairman of the People’s Committee, visited and called for investment attraction in Japan from March 3 to 8.

Joining the delegation were Mr Kien Quan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Council; leaders of the Office of the Provincial Party Committee, the Office of the Provincial People’s Committee, the Department of Planning and Investment, the Department of Industry and Trade, the Management Board of the Economic Zone, the leaders of the People’s Committees of Duyen Hai town and Duyen Hai district.

The delegation’s visit and investment promotion to Japan were made at the invitation of the Investor Group: Truong Thanh Vietnam Group Joint Stock Company (TTVN Group) and Japanese corporations such as Kumagai Gumi, INPEX and Kansai Electric Power Japanese.

In addition to the working program with members of the Investor Group, the delegation also attended the Asian Ministerial Conference on reducing emissions to zero (AZEC) which was organized by the Japanese Ministry of Economy, Trade and Industry (METI), with the participation of 16 countries. The Vietnamese delegation was led by Deputy Prime Minister cum Minister of Natural Resources and Environment Tran Hong Ha.

In Tokyo and Osaka, the Tra Vinh Provincial People’s Committee delegation worked with leaders of Kumagai Gumi, INPEX and Kansai Power Company. The delegation was introduced to the capacity of enterprises; solutions, countermeasures and approaches to the renewable energy business; discussed issues related to SDGs and efforts to reduce CO2 emissions; conditions and policies for the offshore wind power project V-4 of Tra Vinh province.

The delegation was also consulted by Japanese consulting contractor Pacific Consultants to report the results of 04 surveys to collect data for the preparation of project investment proposals under the contract signed with the investor group. At meeting, members of the investor complex witnessed the signing of MOU between TTVN Group, Kumagai Gumi, INPEX and Kansai Power Company of Japan on continuing cooperation in developing wind power project V-4 offshore of Tra Vinh province which has been sponsored by METI forresearch and survey process to serve the preparation of additional documents for the National Power Development Plan.

Speaking at working sessions with investors and consulting contractors, Mr. Nguyen Quynh Thien highly appreciated TTVN Group’s role in connecting to establish a truly capable investor complex “tell the truth, do the truth.” This is clearly shown as up to now, of the wind power projects proposed to be added to the Power Plan VIII of Tra Vinh province, the V-4 project proposed by TTVN Group has been carried out quickly in terms of progress and science and has high reliability.

Mr Nguyen Quynh Thien suggested that an official survey report needs to be presented soon by the Investor and Consultant Consortium in order to have more grounds to promote the project’s legal procedures, paying special attention to the issue of “releasing capacity for the project and research to propose options to increase the efficiency of project exploitation (hydrogen, ammonia, DPPA, export electricity…). It is soon recommended that the investor complex continues to propose to METI to sponsor for the survey program of the connecting line to the Vinh Long substation.

Mr Nguyen Quynh Thien also affirmed that the support of the Party committees and authorities of Tra Vinh province for the proposal of the investor complex is in line with the local socio-economic development orientation. The province will support the within its jurisdiction to develop the project smoothly.

Within the framework of the working program in Japan, the delegation also visited the Electricity Regulatory Center of Kansai Electric Power Company in Osaka city and had a meeting with senior leaders of this corporation. Through the trip, the delegation approached not only the leading multi-industry business groups of Japan but also the head of the Ministry of Economy – Trade – Industry of the host country, creating a favorable premise advantage to be able to expand the object and field of investment promotion of the province in the upcoming time.
