Born in 1973.
Mr. Kien graduated with Bachelor’s Degree in Law – Hanoi Law University. He also completed Advanced Level Political Theory – Ho Chi Minh National Academy of Politics, Master’s Degree in Public Administration – Vietnam National Academy of Public Administration.
